Zhang Zhijun stated that the “Special Management Measures for Investment within the Central Budget for Energy Conservation and Carbon Reduction” point out that the special focus is on supporting key industries and areas for energy conservation and carbon reduction, as well as promoting carbon reduction through circular economy. The key support includes: demonstration and application projects of advanced technologies for carbon peaking and carbon neutrality, energy-saving and carbon reduction projects in key industries and areas, promoting carbon reduction through circular economy, and others.
The reason why Jintang Light Textile New Materials has become a “prepared person” is because many years ago, we made great efforts in the textile printing and dyeing industry to find and solve the core and major basic problems of the industry. Focus on the key to low-carbon and green development in the industry

Zhang Zhijun introduced that in the first 30 years of China’s textile industry, low-carbon and green industries focused on printing and dyeing, with the key being pre-treatment. The total number of employees in the entire industry chain is nearly 30 million, with a GDP of nearly 3.5 trillion yuan per year. Export sales account for 56%, while domestic sales account for 44%. The entire industry, from raw materials to equipment, process technology, and industrial park support, has become the most complete industrial chain in the world, occupying an important position in the national economy. At present, the energy consumption of China’s textile industry accounts for 4.4% of the national industry, 8.5% of water, and 18% of pollution. According to the above three data, “textile printing and dyeing” accounts for 60% of the total energy consumption of textiles (steam accounts for 80%), 90% of water, and 80% of pollution.

China’s textile printing and dyeing technology is currently in a relatively leading position globally, but compared with petrochemical, electronic, new energy, medical, aerospace, etc., textile printing and dyeing technology has fallen behind by thirty years. (Reason: Due to labor costs and pollution issues, Europe, America, and Japan began transferring production capacity to Southeast Asia and China 30 years ago, resulting in a lack of industrial validation experimental bases in the process of scientific research transformation. Investment in scientific research gradually decreased, even significantly.).
China’s textile research is based on the former Ministry of Textile, with a large number of talents and research institutes (combined with the principle of first science and technology innovation). After the system reform, the industry has transformed from state-owned to private economy, and industrial research has shifted from research institutes of national ministries to universities as the main focus. However, research and industrial application are disconnected (scientific research/commodities).
In addition, the industry has transitioned from state-owned capital (planned economy) to today’s 99% private market economy, with changes in talent structure and different scientific research investment entities, resulting in relatively backward industrial technology. The only opportunity today is the market economy system that has created a complete industrial chain in the past thirty years. The industrial foundation has a large stock, and it is feasible to revitalize the industry through technological innovation, as long as government policies guide it in place, integrate technology with ESG concepts, establish benchmarks, and set industry standards. If the textile industry wants to become a low-carbon and green industry, the focus is on printing and dyeing, and the key lies in pre-treatment.
